Around 1930, the new consul for Turkey, young Adil Zeki, arrives in Batum, a small city in Georgia (the old URSS) near the Black Sea. In that overpopulated and monotonous city, Adil soon realises that his mission is not going to be easy due to the idleness of the Stalinist administration, the mistrust of the people and the apathy of any civil activity. This will isolate him more and more, feeding his fear of being poisoned, as his predecessor was.
While Adil confronts the soviet bureaucracy and attempts on his life, he falls desperately in love with his secretary, a fervent member of the communist youth, who lives in the house opposite his.
